Development of NPAA Platform to support the EU accession process

The project is supporting the development of an integrated National Programme for Adoption of the Acquis Communautaire (NPAA) Platform that should provide digital support in the EU accession process. The development of the NPAA platform was awarded to the software developer company Nextsense. The platform consists of six modules and the implementation started in September 2021 and is expected to be finalized by September 2022.

During the visit to the company, the Deputy Ambassador of Norway, Geir Håkon Johansen was informed about the technical specifications and the benefits of the development of this platform. The NPAA Platform will provide structured monitoring of different aspects of the EU integration process including detailed overview of the translation, transposition and harmonization of legislation, monitoring of funding and donorship spending, interconnection between the Government Institutions and will also optimize document preparation related to the EU accession process in line with the new methodology. It is expected that the platform will significantly improve the efficiency of the day-to-day work of SEA and all other government bodies included in the negotiation process.

Working Groups per module with representatives from SEA and the developer have been established to ensure quality of the software solutions. The final version of the platform will be compliant with the new negotiation methodology and will replace all current technical platforms and systems used in SEA for supporting various segments of the integration process.

The key document that defines the country’s European Agenda is the National Programme for Adoption of the Acquis. The development of the NPAA 2021-2025 was also supported by the project experts and the final version of the document was adopted by the Government at its 83rd session held on 29 June 2021. The implementation of the NPAA 2021-2025 will greatly be supported by the integrated NPAA platform that meets the functional and legal requirements of the European integration and negotiation process.
